5. Continuity of Policies

To what extent will the policies of countries involved in the project change over the duration of the project? This may involve the potential of trade interruptions or sanctions by nations providing services and equipment, spare parts or operational assistance. The U.S. is itself a prime example of a country whose trade policies have lacked continuity and consistency and whose views of commercial relations with other countries vacillate continuously. Russia, Chile, Argentina, South Africa, and Brazil are among the countries recently affected by our on-again, off-again trade policies.

By the same token, discontinuities in governmental policies in either the host country or in a country importing products from the project can adversely affect long-term product marketing expectations. A macroproject's viability depends on consistent and fair governmental policies over long time frames of development and operations.
